Libraries represent library integration plugin used to automatically import games. There's IMHO already plenty of other fields that could be used for categorizing games. You can then use the Library filter to only show emulated games. When you add a new game you can create new Platoforms by clicking on the little + for emulators I created an Emulator platform [attachment=2187] For PC games I make sure they are in the PC(Windows) platform [attachment=2188] using the Explorer panel you can filter what you see in your list by clicking on any of the available Platforms.
