Games Re-Appearing in Library

Had an odd issue come up recently, I've been paring down my collection and adding a lot of games to the exclusion list, and I've found two titles (one from Steam, one from Itch.io) that refuse to stay excluded. I'll click remove, Yes: Add to Exclusion list, but then find them re-imported once I load Playnite again. Not a huge deal since I can always just hide them, but has anyone else run into this issue?

Does playnite have write access?

The two I've noticed it with are Heartbreak High: A Break-Up Simulator (Itch.Io) and Scratches: Director's Cut (Steam).

Does playnite have write access?

Showing my limited knowledge here, but if you mean the setting in the screenshot attached it was toggled off, I toggled it on and tried to exclude the game again, no luck.
