The Locale Emulator issue is IMO because of the way Locale emulates different environments. The window is probably spawned, but on other user's desktop (which you won't be able to switch to). Unless they address it in the emulator itself, I don't think there's anything you can do about it.
As far as the "Access is denied" issue, I have no idea. It's probably because of how we open the folder (just calling process execute on the folder), which I guess in the background calls explorer.exe from the other user and that causes issues because of your setup.
I would expect maybe even more issue when running under this configuration, it's not a standard setup and I generally don't recommend using it. It would IMHO make more sense to run Playnite as current user and just launch each game under different user.
